with the act of March 12, 1870, the burgess and city council had been authorized to levy a Road tax not exceeding ten in place of five mills, as furnished by the act of March fifteen, 1848, for a street tax, and expected property-owners to pave their sidewalks fronting on all streets with brick or stone; and just in case they neglect or refuse to t
